Next Level Leadership is an adaptive leadership initiative whose mission is to develop a leadership development program that changes the quality of lives of people through empowering and equipping them with knowledge, skills and resources that will enable them to be active participants in improving and enhancing their lives and others in the community.
Classes start March 7, 2023
What to expect?
Our goal is to develop grassroot leaders that will ultimately work to affect change in the community.
This will be done by offering empowerment and training classes that will focus on:
1. Understanding what makes one a great leader.
2. How to develop leadership skills and enhance existing leadership abilities.
3. What’s an effective grassroots community change model.
4. Understanding the power of collaboration and how to operate in collaborative leadership.
5. How to position community leaders to navigate the political process that will enable them to serve in strategic positions within the City of Rocky Mount, where they will experience an even greater scope of leadership.

Design Team
Dr. Haywood Parker
Dr. Haywood L Parker, a distinguished, dynamic and disciplined leader, is the visionary and Senior Pastor of Truth Tabernacle Ministries in Rocky Mount, NC. Dr. Parker is a very compassionate and visionary pastor who cares deeply for the membership of the local assembly and the surrounding community. His contributions have been recognized by the Rocky Mount Chamber of Commerce who awarded him the 2021 Distinguished Citizen Award. Dr. Parker has matriculated through the halls of academia, having earned a B.S. Degree in Mathematics Education from N. C. State University, a Master of Divinity Degree from Southeastern Baptist Theological Seminary, and a Doctor of Education from N.C. State University. He has done postdoctoral work at Regent University in Virginia Beach, VA. He has served the community in many roles as a secondary teacher of Mathematics in Wake County, as an Adjunct Professor of Religion at N. C. Wesleyan College, and as an Advisory Board member of the Joint College of African American Bishops where he served as chairperson of the Scholarship Committee. Locally he has served on the board of the Boys and Girls Club, the Down East Partnership for Children as a past chairperson, and currently serves with great joy on the United Way Board as a past chairperson, and the Executive Board of the Rocky Mount Chamber of Commerce. For years Dr. Parker was associated with the Wildacres Leadership Initiative where he entered as a William C. Friday Fellow and then became a design team member and instructor for ten years. It this program that serves as the catalyst for his desire to help establish and convene a next leadership program for the Rocky Mount community.
Dr. Jackie Shaw
Founder and CEO of The Master’s Training Wheel, Inc., which provides consultative, enrichment and empowerment services. She is a certified professional life coach and provides training and certification for interested individuals. The International Coaching Federation accredits the Life Coach component of The Master’s Training Wheel, Inc. Other services offered by The Master’s Training Wheel
include: Alternative Education Program Development, Performing Arts Productions, Mental Health Services, Diversity-Equity and Inclusion (DEI) Training, Church Administration Services, Clinical Supervision for Interns, Evidence-Based Parenting
Training and Theological and Leadership Training. Jackie serves as an Elder at Truth Tabernacle Ministries in Rocky Mount, N.C. Her
pastors are Bishop Haywood and Co-Pastor Wanda Frazier-Parker. She has served in various capacities within the church for the past 37 years. This includes the roles of Associate Pastor, Dean of The Down East Christian Leadership Training Institute,
Deborah A. Campbell, PhD, MDIV, MRE
Deborah is a native of Lynchburg, Virginia. She is a graduate of Liberty University Theological Seminary and More Than Conquerors College and has earned a doctorate in Christian Ministry, a master’s in Divinity, a master’s in Biblical Studies and Theology, and a master’s in Religious Education. She received her ministerial license in 2003 and her Ordination in 2012. She served as the Director of Christian Education and as the Director of MZRC World Missions, leading mission teams in Haiti and Guatemala for more than twelve years. She served as an Adjunct Professor in Biblical Studies at both More Than Conquerors College and MZR Bible College, as the Dean of the School of Biblical Studies and as Vice Provost for the Undergraduate programs in Christian Apologetics, Old and New Testament, Systematic Theology, and Church Leadership at MZRC Bible College.
As a Human Relations Specialist for the City of Rocky Mount, Deborah designed the eight-week leadership training course, “Leadership on the Line…Leading Diverse and Inclusive Communities in the 21 st Century.” Her leadership knowledge and skills (theory and practical) have been valuable in the design of the curriculum for this project.
Deborah has two daughters, Faithe who serves in ministry in Rocky Mount, North Carolina, and Badyre, an Officer
in the U.S. Navy residing in Washington.
Bianca Costa Davis
Tierra Norwood
Bianca is the Chief Information Officer within the Office of the National Coordinator for Health IT (ONC) at the Department of Health and Human Services (HHS). She has over 20 years of federal service and is a warranted and Certified Grants Management Officer (CGMO). Prior to ONC, Bianca led both the disaster and non-disaster systems development efforts at the Federal Emergency Management Agency (FEMA). She has represented several agencies on Grants Task Force, Tiger Teams, and other interagency boards and government-wide initiatives. As an expert in systems development and grants management, Bianca is frequently consulted for her unique perspective on grooming citizen developers, data first strategy and system and application development. She has trained users across the USA on several systems, applications, and leadership both in person and virtually. Additionally, she has championed the use of technology within the federal government gaining cost savings, efficiencies, and automation. Bianca has sat on numerous panels, presented, and led discussions at several conferences, industry days, and workshops such as: the National Grants Management Association (NGMA)’s annual Conference, the Hazard Mitigation Assistance Conference, ONC’s Annual Conference, and ASFHS Cyber Conference just to name a few. Bianca holds a Bachelor of Arts degree from the College of St. Elizabeth, Morristown, NJ and a post graduate degree in Computer Science from Marymount University, Arlington, VA. Bianca and her husband Kevin moved to Rocky Mount at the beginning of the pandemic in 2020 and are involved in numerous city initiatives. Bianca was appointed to the Historic Preservation Committee, Chairs the Historic Edgemont Community Association (501C3), and sits on the Team Cold Case board. Most of all, Bianca is proud and humbled to be a part of the Next Level Leadership program design team.
Tierra Norwood is a mom, entrepreneur and lover of all things marketing and VR! Tierra has a background in Business and Economic Development from previous roles with the City of Rocky Mount, Department of Commerce and as Director of the Small Business Center. In her business, Ajon's Professional Solutions, she provides future focused, goal-oriented marketing and business development
services. She offers business training to introduce entrepreneurs and small business owners utilizing VR to increase brand awareness globally. As Metaverse related activities become increasingly popular, Tierra wants to equip entrepreneurs with the tools to prepare their business for the future of social media and Ecommerce.
Ron Green
Ron Green is a well-established nonprofit thought leader and change agent. He has spent over 24 years of his career as a part of the Boys & Girls Club worldwide movement.
Ron serves on several local, regional, and national boards. Locally he is the Past President of the Rotary Club of Rocky Mount and a Paul Harris Fellow. Nationally he serves as the Dean of the Society of African American Professionals. Ron also serves on the President of Boys & Girls Clubs of America’s National Advisory Council and the Board of Directors for the Professional Association of Boys & Girls Club workers. He also serves on the Achievement Academy Committee for the Grand Chapter of Kappa Alpha Psi Fraternity, Inc.
Ron has a certificate of completion for Performance Measurement for Effective Management of Nonprofit Organizations from the John F. Kennedy School of Government, Executive Education at Harvard University. He also has a certificate of completion in Nonprofit Management from Duke University. Ron is a Six Sigma Green Belt and a certified Professional and Executive Coach with a focus on helping individuals and companies become the best versions of themselves.
He is also a proud member of the Kappa Alpha Psi, Fraternity Inc.
Ron attended Samford University in Birmingham, AL where he played baseball, football, wrote for the school newspaper, and served in the school Senate. After college he started his five-year professional baseball career in the Chicago Cubs organization. He later graduated with a B.S. from Bethel University in McKenzie, TN.
Ron is currently the Chief Executive Officer for the Boys & Girls Clubs of the Tar River Region.He is a National Training Associate for Boys & Girls Clubs of America and has a certification in Gamification from University of Pennsylvania. Ron is also a consultant with GreenWay Consultants LLC. He lives in Rocky Mount, NC with his wife Robbie. Together they have two children, Channing and London, both North Carolina A&T State University Aggies
